Nirmithi Kendra Thrissur is District Administration oriented building center registered under Travancore Cochin Literary Scientific Charitable societies Act.  The District Collector is the chairman of the building center and the Revenue Divisional Officer is the Secretary. There is a Governing body consisting of 12 members which acts as the supreme body for the centre. The Executive committee consisting 4 members viz.1. District Collector & Chairman  2. Revenue Divisional Officer & Secretary 3. District  Planning Officer 4.  The Project Manager & Executive Secretary which meets once  in 3 months to coordinate and control the activities of the building centre.
